How to recreate your Pref within a Windows OS. Adobe seems to be a bit lacking in this area so I will give you a quick way to do it.
Exit Dreamweaver CS3.
Then find the “Configuration” folder for your OS.
Vista Users: Users>Ray>AppData>Roaming>Adobe>Dreamweaver9>Configuration
XP Users: C:\Documents and Settings\Ray\Application Data\Adobe\Dreamweaver 9
Move the folder to your desktop and then fire up DW3 and it will recreate your “Configuration” folder with new settings.
This method solved my problem of DW hanging at a “Initializing Extention Data…” screen. A reader also said it solved an issue with site cache taking a long time to load. Email me if you need more help.

Over the past two months I was using Vista RTM and Dreamweaver 8. In that time I experienced hard restarts and crash to desktops. Most of them occurred when I was trying to import my site from a backup or using javascript via the control panel.
I have searched high and low for a fix. Nothing to date has been found.
Microsoft a few months ago release a great little program to address the need for privacy and protection for a casual user who does not want to spend the time or energy learning a encryption program such as TrueCrypt.
Microsoft created a program called Private Folders. It was a bonus program offered to only customers who downloaded the Microsoft Genuine Advantage update. (which you don’t need to use)
Microsoft pulled Private Folders from their web site after system administrators (IT guys) complained that users could create private folders they could not access. on the network.
The program is small and uses a few meg of space. It took less than 30 seconds to install. Once you restarted your machine you now have a secure folder on your desktop that only you can access via a password.
What is even better is the folder is encrypted so that no one can hack it and see what you have inside. I have some screen shots of the setup process below.
Places this folder on your desktop after the install
Here is where you pick a password to protect your folder
A very nice feature is the Strength Indicator. This tells you how strong your password is. (mines high =] )

Couple of things to keep in mind. Microsoft uses a certificate based encryption to secure the folder. This means that if you do not back up that certificate or if your drive fails you cannot recover the files within that folder EVER!
